Winnebago Council covers 17 counties in north east Iowa including Black Hawk, Grundy, Butler, Franklin, Wright, Hancock, Winnebago, Worth, Cerro Gordo, Mitchell, Floyd, Bremer, Chickasaw, Howard, Winneshiek, Fayette, and Buchanan.
The Character Education programs of the Winnebago Council, Boy Scouts of America provides character education, moral and physical fitness, and leadership development to all youth members and participants of our programs. Programs focus on youth first grade through age 21 in encouraging them to achieve their full potential. Programs are offered after school, weekends, before school and during school.
Through our year long Scouting plan we are able to fulfill the missions and vision of Scouting. Specifically, using the methods of Scouting (ideals, youth leading youth, outdoors, advancement {recognition}, association with adults, personal growth, leadership development and group association), we are able to meet the aims of Scouting (a values based program of Character Development, Citizenship Training, Mental and Physical Fitness). In being successful with the aims of Scouting we are successful in our respective missions of developing young people to the best of their ability so that they will become active, productive adults living up to their full potential.
The Winnebago Council provides service to over 7,000 youth and 2,100 volunteer leaders with 258 Cub Scout Packs, Boy Scout Troops, Venture Crews, Explorer Posts, and Learning for Life groups chartered to community organizations.
The Council operates two resident camps - Ingawanis Adventure Base near Waverly, IA and Winnebago Scout Reservation (WSR), near Marble Rock, IA; and maintains 15 horses for the Scout Wrangler program and trail rides at Ingawanis Adventure Base.
